I would say it’s the high beam indicator
Thank You, never would have thought of that.

My experience tells me that when I see issues where lights are illuminated when they should not be or components are powered on when they should be off it is usually a blown fuse causing stray voltage through another circuit or a ground issue causing stray voltage.
I also assume you have the correct BCM?

yes, i have correct refurbished BCM from rockauto.com
i removes the dash and BCM from old car, where it was working fine.
but it seems the wiringharness have some color mismatch.
at least one wire have different color.
the black/orange cable was not present on the new lebaron which is an lebaron GTC 1991

According to my wiring 90 and 91 Lebaron have the same wiring for the cluster with the same wire colors, 92 is different than 90/91.
Which connector cavities have a different color wire, although it should not matter as long as it is in the proper location.

knowing the euro lighting is different I think first you're going to need to find the euro specific wiring diagrams..we don't have a parking / city light indicator that I know of in north america

in Canada we have daytime driving lights ..there's no indicator for those which are basically a lower, low beam in the headlights ( they come on when the car starts or is put in gear) but the coloured lights don't illuminate until you turn on the headlights (low or high beams) and the dash illumination does not come on until the low/high lights are turned on

"city light indicator..we might be a little challenged to help you with that..

closest we might have come to that was the 1984-6 dodge daytona digital clusters that had both a high and low beam headlight indicator
..but , maybe that's what you ment by "city lights ??
