VNT headlights light, don't raise. Is this the culprit? This ooey-gooey filling is something else. I'm worried about jazzing something up. This has to be removed, but how?

More than likely that is the issue if the headlamps are lit but the doors will not open.
If the headlamps are not lit your issue is probably with the headlamp switch.

The problems in the module are usually cracked solder joints on the PCB.
One of the ways to tell is to squeeze/manipulate the body of the module or tap on it while turning the headlamps on to see if the doors will open.

Pulled it all apart yesterday, but didn't have time to finish it up. The solder on the PCB itself all "look" good. 3 of the joints on the male side of the connection look cracked where the pins meet the board though. I'll get to it after work.

Got a little garage time after work. Reflowed the solder points at the PCB side of the plug in. Headlights are going up and down like they are supposed to!! Thanks to everyone!
