Yes that is normal, oil at the breather in the air cleaner is normal as long as the pcv is functioning properly and if you remove the breather tube from the air cleaner with the engine running you do not have excessive smoke/blowby.
Pull the hose off your airbox & put your finger on it with the engine running. If you feel suction, no worries. If you don't, replace the PCV valve & try again. Still no suction? You probably need rings.
