Are you running a vacuum line directly to the waste gate?

Ok, the only thing I could think of right off the top of my head was that it is running a direct vacuum source instead of going through the boost control solenoid. Also if you are using the factory gauge it very well could be off, mine is, it is most likely hitting 5-6 psi. Also since the wastegate actuator is seeing slight boost early it is probably partially opening which makes the spool slower
