Yeah the AIS motor probably isn't working. Take off the throttle body bonnet and place finger over AIS hole in top of throttle body (obviously with engine running). Ugly hissing noise should stop and idle should come way down if AIS is not functioning correctly. Sounds like AIS motor is stuck fully open.
If that is the issue, do a search on how to clean or reset AIS motor. I believe Chromguy had a good how to on T-M forum.
