87 GLHS was running good but know I can't build consistant boost and the boost doesn't boost as fast. It also sounds like a blow off valve when I shift but I don't have a BOV.
Could it be the bottom intercooler hose?

Either intercooler hose will not affect vacuum but sure could affect boost.

If you don't have a blow off valve and you hear what sounds like one then I say you would have a intercooler hose leaking or some where in the the are of where the turbo bolts onto the exhaust manifold.

I had a crack in the 'pipe' that runs thru my air filter box that caused my boost leak. Took me forever to find it.

As Randy said it won't affect engine vacuum on a blowthrough setup but it will leak boost and overspin the turbo
