Why did my torque converter bolts to flex plate become loose again?

I have a 2013 dodge journey . I bought it over a year ago and recently my torque converter bolts flex plate started rattling. We noticed that they were loose. We bought new bolts and put the new ones in one thing we noticed was that one bolt was completely missing when we opened it. Another thing is that the engine apparently was replaced. It has a 2012 Chrysler 200 engine in it. Anyway, it’s been three months now and the rattle is back so I believe the bolts became loose again. Why would the bolts become loose again I don’t understand.? Please help!

Maybe that’s the problem? My neighbor does most of my mechanic work and he pretty much just tightened them till tight and snug. I’ only have basic understanding of engines but i know for a fact he didn’t measure how hard he tightened the bolts. So then they need to be tighten down to a certain spec? The bolts was MOPAR parts and came with blue loctite on them
