3.0 down on power and mileage.

My 94 Voyager over the last couple months has started feeling down on power and my mileage has dropped from mid 20s to 14mpg.

I changed the fuel filter last weekend, which seemed to help the power (still not right), but my mileage is still around 14.
Looking for advice for where to look now as it seems to be running normal other than lacking power.

That's an extreme drop in mileage, but remember it's cold now and your running winter gas.
My 09 Lincoln drops about 3-4 MPG's this time of year.

Also typical of a plugged cat converter

It started about 2 months ago, before it was cold here (hell it was 60 2wks ago). It also did not get this mileage last winter, even in the coldest months I averaged 18mpg.

It's catless, so that's out.
Plugs, wires, cap, rotor, o2, fuel filter are all pretty new (under 10k), so they can be ruled out as well.

I honestly couldn't say. I have no A/F to keep an eye on it.
