Dunno what you mean by bright blue headlight bulbs. Are you speaking of the xenon bulbs? These are available on the net and at most auto parts stores, Walmart, etc. They emit a white light with a blueish tinge. Blue headlights may be illegal...
Or are you speaking of headlight neons. These come in a variety of colors and mount within the headlight assembly. They glow and make it appear as though you have diffuse colored headlights....

 

there was actually a good supplier of these by my house a year back, but they kept getting broken into and closed down that shop. to my knowledge they still have one in jacksonville, fl. I will check to see if they are still there. headlight bulbs weren't a bright blue, but did shine a more ble than these so-called xenons do. they also had gold ones that shine a yellow-gold color and one that kinda projects multiple colors....ie., from white to gold to blues...a rainbow effect.

 

cool blues are bought in store and are cheap and work well
