Boost Levels

I was wondering if it is common to get more boost around 1/4 throttle than full throttle? Because when I put the pedal to the floor I hit my max boost (12) and then it drops to like 5. When I give it 1/4 I'll get like 12 then it will stay around 10. Is this normal and does this happen to anyone else?

This is on my 1988 CSX-T. Its stock.

I do believe the computer controlling boost - it will let you boost to 12 for like 5 or 10 seconds or some given amount of time then it cuts the boost back to protect the engine.

Not sure why with lower throttle it's letting you boost longer/more.
